Tallinn

Situated on a bay in north Estonia, on the shore of the Gulf of Finland of the Baltic Sea, it has a population of 461,000 (as of 2025) and administratively lies in the Harju county.
Tallinn has a highly diversified economy with particular strengths in information technology, tourism and logistics. More than half of Estonia’s GDP is created in Tallinn.

The Tallinn Environment and Public Utilities Department (KEKO) is responsible for ensuring the quality of the city’s living environment and the smooth functioning of everyday services.

The department’s work has a visible impact – from maintaining roads and streets, street lighting, and greenery to managing parks, waste, and the development of urban spaces.


KEKO’s areas of activity range from strategic development plans to practical day-to-day operations. In cooperation with city districts, partners, and communities, we implement the goals of the green transition, develop bicycle paths, create new green areas, take care of street trees and flower beds, and organize snow removal and waste collection.
